U.S. President Barack Obama has signed legislation imposing tough new sanctions against Iran over its nuclear program.
At a signing ceremony at the White House, Obama said the new measures would undermine Tehran’s ability to fund its nuclear program.
“With these sanctions, along with others, we are striking at the heart of the Iranian government’s ability to fund and develop its nuclear program. We are showing the Iranian government that its actions have consequences, and if it persists, the pressure will continue to mount and its isolation will continue to deepen,” Obama said.
The U.S. leader said the sanctions were not aimed against the Iranian people.
“Even as we increase pressure on the Iranian government, we’re sending an unmistakable message that the United States stands with the Iranian people as they seek to exercise their universal rights, “ Obama explained.
“This legislation imposes sanctions on individuals who commit serious human rights abuses, and it exempts from our trade embargo technologies that allow the Iranian people to access information and communicate freely,” Obama added.
Both House and Senate last week passed the legislation which targets Iran’s powerful Islamic Revolutionary Guards Corps and its imports of gas and other refined energy products.
The action followed a fourth round of UN Security Council sanctions against Iran.
One of the bill’s provisions says that foreign banks doing business with the Revolutionary Guard or certain Iranian banks will be shut out of the U.S. financial system.

باراک اوباما، رئیس جمهور آمریکا، در مراسم امضای قانون تازه تحریمها علیه جمهوری اسلامی، به رهبران ایران هشدار داد که این کشور با فشارهای فزاینده و انزوای بیشتر روبهرو خواهد شد.
باراک اوباما عصر روز پنجشنبه در کاخ سفید مصوبه کنگره آمریکا درباره تحریمهای فراگیر علیه ایران را امضا کرد. به این ترتیب این مصوبه به عنوان قانون محسوب شده و لازم الاجرا خواهد بود.
باراک اوباما، پیش از امضای قانون جدید تحریم ها، طی سخنانی با تاکید بر لزوم تقویت هرچه بیشتر نظام جهانی «ان پی تی» گفت: « در جهان، تنها کشوری که قادر نبوده تا آژانس بین المللی انرژی اتمی را در مورد صلح آمیز بودن برنامه اتمی خود متقاعد کند، دولت ایران بوده است.»
رئیس جمهور آمریکا، جمهوری اسلامی را متهم کرد که برای سال ها تعهداتش را زیرپا نهاده، قطعنامه های شورای امنیت را نادیده انگاشته و برنامه اتمی خود را توسعه داده و در همان حال با پیشتیبانی از گروه های تروریستی، آرزوهای مردم ایران را سرکوب کرده است.
آقای اوباما گفت: «از هنگامی آغاز ریاست جمهوری خود، تصریح کردم که ایالات متحده، آماده شروع فصل جدیدی از گفت وگوها با جمهوری اسلامی ایران است. در این زمینه ما گزینه روشنی در برابر دولت ایران قرار دادیم، براین اساس که یا می تواند به تعهدات بین المللی اش عمل کند و با تحقق امنیتی گسترده تر و با پیوستن عمیق تر اقتصادی و سیاسی با جامعه جهانی، آینده ای بهتر برای ایرانیان فراهم آورد و یا با ادامه به نادیده گرفتن مسئولیت های خود با فشارها و انزوای بیشتر روبرو شود.»
رییس جمهور آمریکا افزود: « امروزه، دولت ایران، راه بی اعتنایی و مبارزه طلبی را برگزیده، از همین رو، برای اعمال فشار بر آن، ما به تدریج، ائتلاف گسترده و عمیقی از جامعه جهانی بوجود آوردیم و ماه گذشته به تصویب شدیدترین و فراگیرترین تحریم های چند جانبه را در شورای امنیت به تصویب رساندیم.»
آقای اوباما تاکید کرد که دولت وی با جدیت اجرای این تحریم ها را پی خواهد گرفت و در همان حال، ایالات متحده به اتفاق متحدان و شریکان خود، تحریم های جداگانه علیه ایران را اعمال خواهد کرد.
وی باردیگر تصریح کرد که آمریکا و جامعه جهانی مصمم اند تا از دستیابی دولت ایران به سلاح هسته ای جلوگیری کنند.
رییس جمهور آمریکا در پایان با تکرار پیشنهاد اولیه خود برای حل مساله اتمی جمهوری اسلامی از راه های دیپلماتیک براین نکته نیز تاکید کرد که ایالات متحده در کنار مردم ایران برای دستیابی آنان به حقوق جهان شمول خود هستند و تحریم های جدید اشخاصی را نیز که حقوق بشر را مورد تجاوز قرار دهند، هدف قرار خواهد داد.
قانون تحریم های ایران که پنجشنبه امضا شد از تحریم های قطعنامه ۱۹۲۹ شورای امنیت سازمان ملل متحد و تحریم های یکجانبه اتحادیه اروپا علیه جمهوری اسلامی فراتر رفته و شرکت های خارجی طرف قرارداد با ایران را مجازات خواهد کرد.
مجلس نمایندگان و سنای آمریکا روز پنجشنبه هفته گذشته طرح تحریم فراگیر ایران، با هدف تحت فشار قرار دادن بخش های انرژی و بانکداری و همچنین «ناقضان حقوق بشر» در این کشور را تصویب کردند.
طرح مصوب کنگره آمریکا، سرمایهگذاری در حوزه نفت و گاز، صادرات بنزین و فرآورده های نفتی به ایران و شرکت های مرتبط با سپاه پاسداران را هدف گرفته و شرکت ها و موسساتی که بر خلاف آن عمل کنند، با قطع رابطه با بازار آمریکا مواجه خواهند شد.
طرح سنا و مجلس نمایندگان آمریکا تلاش دارد هزینه ها در صنایع انرژی ایران را بالا ببرد و فشارها بر جمهوری اسلامی ایران برای تعقیب برنامه اتمی را افزایش دهد
تحریم های بانکی علیه جمهوری اسلامی در این قانون می کوشند تا بانک بین المللی را وادار کند تا بین همکاری و معامله با امریکا یا ایران یکی را انتخاب کنند.
طبق این قانون وزارت خزانه داری آمریکا بانک های آمریکا را ملزم می کند تا بانک های خارجی که با نهاد اصلی ایران، به ویژه سپاه پاسداران، همکاری بانکی می کنند را تحریم کنند.
قانون تازه تحریم ایران هر شرکت بین المللی که بنزین و دیگر فرآورده های نفتی پالایش شده به ایران صادر کند را تحریم می کند و شرکت های بین المللی که کالا و خدمات برای افزایش تولید بنزین به ایارن بفروشند نیز تحریم خواهند شد.
بر همین اساس دلالان نفتی و کسانی که در صادرات بنزین به ایران همکاری کنند نیز تحریم خواهند شد.
ناقضان حقوق بشر
براساس قانون تحریم ایران که روز پنجشنبه توسط باراک اوباما تصویب شد، دولت آمریکا موظف شده است تا فهرستی از افراد ناقض حقوق بشر در ایران تهیه کند.
این افراد از حق دریافت ویزای آمریکا محروم شده و اموال و دارایی هایشان در بانک های امریکایی مسدود خواهد شد.
در بخش دیگری از این تحریم ها، شرکت هایی که تجهیزات و تکنولوژی هایی به ایران بفروشند که باعث محدود کردن آزادی بیان و اطلاع رسانی، سانسور و فیلیترینگ شوند نیز مشمول تحریم شده و از حق عقد قرارداد با دولت امریکا محروم می شوند.
